Is there a good wireless network monitoring/regulating tool for bandwidth regulation?

We have 5 laptops sharing a network in our house and there are times when there is a huge bandwidth shortage coz one person is trying to use most of the bandwidth. Is there a way I can regulate/ monitor the bandwidth so that there is equal distribution?
